From 1911:
Butter, two tablespoons;
flour, two tablespoons;
milk, one cup;
salt, half teaspoon;
pepper, one-eighth teaspoon.
Mix. Rub flour and butter together with a spoon in a small saucepan; add milk and stir steadily over a moderate fire until sauce boils.
Add salt and pepper.
